HAYES, Rutherford B. (1822-1893) Nineteenth President. Civil War brigadier general. Congressman and Governor from Ohio. Defeated Samuel Tilden in 1876 although he lost the popular vote. Ended Reconstruction, reforemd the civil service, and supported hard money policies. Partly-printed pardon signed “R.B. Hayes” 1p. quarto, April 2, 1879, Washington, and reads “I hereby authorize and direct the Secretary of State to cause the Seal of the United States to be affixed to a warrant for the pardon of John N. Cowert and William A. Cowert dated this day and signed by me; and for so doing this shall be his warrant...” Fine.
