Framed Broadside, 9-1/2" x 12-1/2", "Havana Scheme!!", proclaims that Shelby College Lottery of Kentucky was holding a "Brilliant Lottery on the Royal Havana Plan of Single Numbers" in Covington, Kentucky, on October 31, 1864. The top prize was $40,000 and the lowest was $20, with each of the 50,000 tickets costing $10. Prizes were "Payable in full without deduction." The majority of the broadside's text is printed inside an attractive decorative border; it provides explanations of how the lottery works, what prizes are available, and how to claim them. Lotteries were commonly used in Virginia and Kentucky in the 18th and 19th centuries to fund public works projects, churches, schools, etc., but were the subject of much legislation as the 19th century went on. Shelby College won an 1859 Court of Appeals case that set legal precedent for lotteries in Kentucky.
