Risley, Department Agent, on unique Union stationary "Commercial Intercourse with and in States declared in insurrection, Seventh Agency, Treasury Department" dateline Washington DC, March 9, 1865, 2pp. to Assistant Secretary of the Navy. In part, "... in your judgement bringing ... from Fredericksburg VA to Belle Plain .. to Alexandria by way of the Potomac, will it be in violation of the blockade?" The response is on the reverse.
