Manuscript Letter Signed, “M Lynch” Flag Officer in Comdg. Naval Defences of N. Carolina, 1p. quarto, Petersburg, Virginia, November 15, 1862, addressed to W. S. Simpson, and reads “By virtue of authority vested in me, you are hereby appointed Agent to visit the different camps south of the Appomattox and North of Cape Fear rivers, and ascertain, with the consent of Captains of Companies, the number of men in each company, who have been employed in navigation, and who are willing to enlist in a corps for the management of heavy artillery, with a view of more effectually resisting the encroachment of the enemy...” VG.
