FOSTER, John Gray (1823-1874) Commanding General, U.S. Army of the Ohio, 1863-1864. War-Date Manuscript Letter Signed, “J.G. Foster” 1p. quarto, August 1, 1864, Hilton Head, South Carolina, addressed to Rear Admiral J.A. Dahlgren, Commanding the South Atlantic Blockading Squadron, making arrangements for the exchange of Confederate POWs for Union officers held in Charleston, quite possibly those who were being used as human shields against the Federal bombardment of the city. The letter reads in most part: “...the Government has given me authority to exchange the rebel prisoners of war in this Department for those of our officers confined at Charleston. Arrangments have been made to make the exchange in Charleston Harbor between Fort Moultrie and Battery Putnam, at 10 o’clock on Sunday morning. Will you please inform the senior officer off Charleston of the fact?...” Some blotting of signature, else about VG.
