A complete and authentic issue of “The American Museum...” February 1788, 5” x 8-1/2,” 96pp., disbound, cover loose at spine, VG. From the interior in two separate reports, we note the ratification of the Federal Constitution. “Commonwealth of Massachusetts, In Convention of the delegates of the people of the Commonwealth of Massachusetts, February 6, 1788” with a 1-1/2pp report, signed in type by John Hancock. The convention offers nine amendments, strongly resembling our Bill of Rights. As example, “I. That it be explicitly declared that all powers not expressly delegated by the aforesaid Constitution are reserved to the several states, to be by them exercised.” Then in a later report Augusta, January 5, ... We have the pleasure to announce to the public, that on Wednesday last the convention of this state unanimously ratified the federal constitution ....”
