A great antebellum Harpers Ferry Arsenal related letter, 1p. 4to., written Philip P. W. Stephenson, Harpers Ferry, March 15, 1853, to John Whelan Luke (1815-1896), reading, in part: "The enclosed communication, drafted and signed by several of our most respectable citizens I…forward to you. These gentlemen have long resided here, are not connected with the armory, but have a personal knowledge of Mr. Moor's claims upon the government. It is true…he did bring the small arms to the perfection they now exhibit and remodeled almost all the machinery now in operation at this armory. I remember him when he was engaged at it…Mr. Moor's services would probably have been indispensable…Mr. Moor would do well if he would try and see the president for his special claims…as far back as 1812, when he made an improvement for which, he…considers the government indebted to him…he has been selected for various occupations which show his claims…to the manufacture of arms…would you please with…Mr. Moor…see the president in person…state his claims. I cannot but believe such a course would be successful…we are thankful for the interest you have manifested and cherish the hope of a favorable result…Philip P. W. Stephenson." Near fine.
