Pressed letter, 4pp. written by J.J. Smith Commissioner to W.T. Hughes, U.S. Indian Agent, Standing Rock Agency, Dakota, datelined, Department of the Interior, Office of Indian Affairs, Washington, February 28, 1877. In part, "I transmit a copy of a letter of the Honorable Secretary of War and a copy of the order therein referred to ..." .. J.D. Cameron's letter in part, "Commissioner of Indian Affairs with the object of restoring to Indian Agents the control of Issues Of goods and supplies to Sioux Indians along the Missouri River" ... Civil agents at all Sioux Agencies except the Spotted Tale and Red Cloud will hereafter be allowed to exercise entire control of the distribution of all goods and supplies to the Indians present at their respective agencies ... Agents will assist the military in its discovery, arrest and dismounting of Indians who after taking part in hostilities have returned to the agencies from joining or giving relief or information to the hostiles. ..."The Agreement of 1877, also known as the Act of February 28, 1877 (19 Stat. 254), is the most controversial treaty regarding the Black Hills land claims. The treaty officially took away Sioux land, and permanently established Indian reservations.
