Francis Elias Spinner (1802-1890) was an American politician from New York. He served as Treasurer of the United States under Lincoln and others, from 1861 to 1875, and was the first administrator in the federal government to employ women for clerical jobs. Pay voucher, signed on the verso by future Treasury Secretary "F(rancis) E. Spinner", 7-1/2" x 3-1/2", March 1, 1842 to the order of Isaac Yates in the amount of Two thousand and three dollars.
