(1870) Historic "15th Amendment" Granting African American Men the right to Vote, Political Black History period Photograph of a Well Dressed Black Man Heading to Vote riding in his Bull Drawn Cart apparently Heading to Vote for the First Time, the cart with "15th Amendment" in the negative at the lower right corner within the image, Very Fine. On February 3rd, 1870 the 15th Amendment was Passed by the United States Congress. Submitted on February 26, 1869, and ratified February 3, 1870, the 15th Amendment granted African American Men the right to Vote. The 15th Amendment reads, in part: "The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of race, color, or previous condition of servitude." Photo credit printed on the card mount verso reads: "SIDNEY NEWMAN - Hauwer Artistic Studios, West Bay, Jacksonville, FLa." Card mount measures about 5.25" x 8.5" and is ready to display as shown.
