War-date Union "Treasury Department" Autograph Letter Signed 1pp. quarto, on fine lettersheet, February 9, 1863, addressed to Messrs. Man & Rodman of New York, and reads " I am directed by the Secretary to acknowledge the receipt through you, of an application from Calvin B. Dibble, for permission to ship goods to certain Southern ports and to say, in reply, that shipments to places affected by the existing blockade cannot be allowed, except for military purposes, until they are regularly opened to commerce by proclamation of the President..." Fine condition.
