SPINNER, Francis Elias (1802-1890) was an American politician from New York. He was Treasurer of the United States from 1861 to 1875. He was the first administrator in the federal government to employ women for clerical jobs.Autograph Letter Signed "F. E. Spinner"as Treasurer, 2pp. quarto, on Treasury of the United States, Washington, July 15, 1866, and reads in part: "...Mr. Hinkley called on me soon after he had notice that his services were no longer needed....The most that I could do, was to have the time extended. The Second Auditor of the Treasury...returned him to the Secretary with the words 'not efficient' written after his name..." Fine condition.
